Here are the steps for submitting your website's sitemap.xml file to Google:
1. Register and sign in to Google Webmaster

2. Click on the “Add a Site” button.

3. Enter your website's URL then click on the "Continue" button.

4. Verify your site ownership by uploading a verification file
5. After verification, go to Site configuration > Sitemaps
6. Click on the “Submit a Sitemap” button

7. Wait for the Google bot to discover your sitemap.
Tip: You can use a BlogSpot RSS feed as a valid sitemap.
